Former Background Investigator Charged with Falsifying Reports.

A former background investigator employed by United States Investigations Services (USIS) has pled guilty to a charge relating to his falsification of work on background investigations of federal contractors and employees. Brian T. Rapier worked on a contract for the U.S. Office of Personnel Management (OPM) between June 2009 and April 2010. It’s reported that in that time frame four dozen reports where Rapier claimed to have interviewed sources and/or reviewed records regarding a person being considered for direct employment or contract work never happened. This information comes from Bill Miller, a spokesman for the U.S. Attorney’s Office.

Mr. Miller goes on to state “These reports were utilized and relied upon by the agencies requesting the background investigations to determine whether the subjects were suitable for positions having access to classified information, for positions impacting national security, or for receiving or retaining security clearances.” Due to the negligence exhibited by Mr. Rapier the federal government has now been forced to go back and review the fraudulent investigations conducted in that time frame, which will cost the U.S. government $175,000. More shocking is that Rapier is not the only one; there have been numerous cases prosecuted by the U.S. Attorney’s office for the District of Columbia since 2008 involving false representations by background investigators.
